Polina N. Andreeva, Ph. D. in Law. In 2016, she graduated with honours from the Russian State University of Justice with a bachelor’s degree in Jurisprudence and in 2018 from the Patrice Lumumba RUDN University with a master’s degree in Jurisprudence. In 2021, she defended her Ph. D. thesis “The Right to Insolation in the System of Individual Rights and Freedoms: A Comparative Legal Study”. At present, she is the Senior Lecturer of the Department of Theory of Law and State at Patrice Lumumba RUDN University. Her research interests: theory of law and state, problems of the general theory of state and law, and constitutional law, theory and practice of protecting human rights, legal technology, land law, urban planning

Anastasia G. Prikhodko, Ph. D. in architecture. She graduated from the Department of Residential and Public Buildings at MArchI (SA) in 2006. In 2012, she defended her Ph. D. thesis on topic “Principles of Designing Outdoor Lighting for Architectural Objects”. At present, she is an Associate Professor of the Department of Architectural Physics at MArchI (SA), author of the educational and research project on lighting design “Light Laboratory”, practicing lighting designer. Her research interests: research and experiments in the field of daylighting and electrical lighting, the influence of light on the psycho-emotional state of a person. Sphere of her professional practical interests: development of educational methodology in the field of lighting design using the method of natural light modelling, lighting of cultural heritage sites

Abstract:
The study evaluates the impact of direct sunlight (insolation) for humans: physiological, psychological, biological, ecological, aesthetic, economic, etc. The research is carried out. Regulatory legal acts regulating daylighting in premises and territories in the USSR and in the modern Russian Federation are analysed. The problem of systematic violation of legal norms guaranteeing insolation is raised, as well as the tendency that leads to the reduction of daylight access to premises. The material analyses the main international documents in the field of insolation. The scientific work was prepared considering the use of such methods as analysis, synthesis, analogy, survey, testing, and others. The results of the survey questionnaire for architects about the quality of insolation of buildings are presented. The results of the study showed the main problems associated with changes in insolation regulations: poor awareness of citizens about the importance of sunlight for the human body; insufficient number of hours for the study of insolation in architectural educational institutions; unawareness of experts about the ongoing changes in the field of legal regulation of insolation.
